Philippe Millet is the Founder and Chair of the i3Forum, a not-for-profit organization of the international communications industry that he created in 2008 to foster collaboration in the ecosystem.

With over a hundred volunteers from dozens of international communications providers and vendors, the i3Forum (www.i3forum.org) helps the industry fight fraud and navigate change - in cooperation with other major industry organizations such as the GSMA.

In 2024, as part of the Restore Trust initiative spearheaded by i3Forum to fight unwanted/fraudulent international communications, Philippe led the creation of One Consortium (www.oneconsortium.org).

One Consortium brings together the international communications industry to agree and drive adoption of a range of solutions to combat spams and scams, in cooperation with regulatory authorities globally. Philippe sits on the Leadership Council of the fast growing, fast paced organization.

As part of the same initiative, Philippe also initiated in the formation of GIRAF, the independent Global Informal Regulatory Antifraud Forum – the second “pillar” of the Restore Trust initiative that is chaired by Nkom, the Norwegian regulator.

A few months after its creation, over 30 telecom regulatory authorities from 4 continents participate in GIRAF, and have started to engage with One Consortium to discuss harmonized approaches.  

Philippe has over 25 years experience in international telecommunications, in various senior and executive roles for Orange.
